Monsieur le Directeur,
Nous, artistes et publics de la musique classique, vous adressons ce courrier afin de vous faire part de notre grande inquiétude au sujet du maintien du concert de l’Israel Philharmonic Orchestra placé sous la direction de son directeur musical Lahav Shani le 6 novembre prochain.
Depuis janvier 2024, la Cour internationale de Justice (CIJ) et la Cour pénale internationale (CPI) ont, suite à la plainte déposée par l’Afrique du Sud pour violation de la Convention pour la prévention et la répression du crime de génocide par Israël à Gaza, qualifié et condamné les exactions de l’armée israélienne de “crimes génocidaires” sur le peuple palestinien. Après l’émission de mandats d’arrêts internationaux par la CPI à l’encontre du premier ministre israélien Benjamin Netanyahu et de son ministre de la défense Yoav Gallant, l’Organisation des nations unies (ONU) a de nouveau reconnu, dans un rapport commandé par le Conseil des droits de l’homme des Nations unies, publié le 16 septembre dernier, que l’État d’Israël commet un génocide dans la bande de Gaza.

Le 21 mai 2025, après une tournée en Europe et notamment un concert avec le Münchner Philharmoniker pour commémorer le 80e anniversaire de la fin de la seconde Guerre mondiale, l’Israel Philharmonic Orchestra s’est vu décerner un titre honorifique l’université de Tel Aviv. Son secrétaire général, Yair Mashich, a alors déclaré : « Au nom de la direction de l’orchestre et de son directeur musical Lahav Shani, nous tenons à remercier l’université de Tel Aviv pour cette distinction prestigieuse. L’Orchestre philharmonique d’Israël est l’orchestre national de l’État d’Israël et son ambassadeur culturel dans le monde. C’est un immense honneur pour tous les membres actuels et anciens de l’orchestre, ainsi que pour tous nos partenaires au fil des ans. Depuis près de quatre-vingt-dix ans, nous assumons une responsabilité musicale et nationale, et cet honneur nous donne l’inspiration et l’élan nécessaires pour poursuivre notre mission pour les générations à venir. »

Monsieur le Directeur, vous dites dans votre édito de saison que « nous devons nous réjouir» d’autant plus « parce que nous n’ignorons rien du contexte – (…) de l’état du monde en général » dans lequel nous continuons à produire du spectacle vivant avec les valeurs humanistes que revendique votre institution. Le maintien de ce concert va à l’encontre de vos propos et des valeurs que vous prônez auprès de l’ensemble des publics de la Philharmonie.
Si vous n’ignorez rien du contexte vous savez alors que :
- Le 19 janvier 2025 Lahav Shani a été reconduit jusqu’à la fin de la saison 2031/2032 au poste de directeur musical de l’IPO. Il a alors déclaré : « Je suis heureux et fier de poursuivre mon parcours musical avec l’Orchestre philharmonique d’Israël. » Un mois auparavant, l’organisation non gouvernementale Human Right Watch publiait un rapport faisant état “d’extermination et d’acte génocidaire” dans la bande de Gaza. Le 19 janvier 2025 devait également marquer le début d’un cessez-le-feu dont le gouvernement israélien refuse la seconde phase qui prévoyait le retrait de ses troupes de la bande de Gaza. Dans la foulée, Israël a bloqué l’acheminement d’aide humanitaire.
- Les liens entre l’IPO, le gouvernement israélien et son armée sont documentés et ne sont plus à prouver aujourd’hui, encore moins après de telles déclarations qui relèvent de la politique de hasbara et du Brand Israel qui tend à couvrir les exactions commises par le gouvernement israélien en redorant l’image du pays à l’international notamment lors de collaborations artistiques occidentales. Cette position institutionnelle rend impossible la condamnation ou même la simple critique alignée sur le droit international du gouvernement israélien de la part des membres de l’IPO et encore moins par son directeur musical. C’est alors à nous, artistes, publics et institutions de la culture qu’il revient d’agir en refusant de participer à la stratégie d’effacement du génocide par la culture.
- Maintenir ce concert, c’est participer à l’impunité dont jouit l’État d’Israël face au droit international ; c‘est instrumentaliser la musique classique comme art et industrie dans l’effacement d’une politique qui refuse depuis 75 ans la reconnaissance des droits fondamentaux du peuple palestinien dont le droit au retour des réfugiés et enfants de réfugiés de la Nakba de 1948 ; c’est faire de la Philharmonie de Paris – et donc d’une institution publique française – un étendard de la politique d’apartheid et de colonisation de l’État d’Israël pour laquelle ce dernier a été condamné par les instances internationales à de multiples reprises. En 2022, suite à l’invasion des forces russes en Ukraine, la Philharmonie de Paris n’a pas hésité à annuler des concerts d’institutions et artistes russes comme l’Orchestre du Théâtre Mariinsky et les concerts dirigés par Valery Gergiev en solidarité avec le peuple ukrainien et ce en dehors même du cadre du droit international.
C’est donc en accord avec le droit international, les dernières déclarations de l’ONU, au nom des valeurs prônées aujourd’hui par les institutions de la musique classique et leurs artistes que nous vous invitons solennellement à considérer l’annulation de ce concert. Toujours sur cette base argumentaire qui ne considère en aucun cas la nationalité israélienne des artistes comme un motif de l’annulation, mais leur rôle institutionnel dans la politique d’effacement par la culture du crime de génocide mise en place par le gouvernement israélien, nous vous invitons à considérer l’annulation du concert du Rotterdam Philharmonic Orchestra dirigé par Lahav Shani le 30 novembre prochain ainsi que celui du Jerusalem Quartet (« musiciens émérites des l’Israel Defense Forces ») prévu le 16 janvier 2026.
Nous avons rédigé ce courrier avant qu’un nouveau cessez-le-feu ne soit scellé dans la bande de Gaza. À l’heure où nous vous le faisons parvenir, les espoirs avec lesquels nous avions accueilli la nouvelle ont déjà été revus à la baisse par de nouvelles frappes aériennes atteignant des civils. Si l’arrêt momentané du massacre peut, espérons-le, apporter un soulagement certain à la population gazaouie et si ce cessez-le-feu venait à durer, notre demande n’en serait pour autant pas altérée. Le « plan de paix » négocié par l’Occident en la personne de Donald Trump ne met aucunement fin à la politique d’apartheid, à la colonisation illégale en Cisjordanie et n’accorde aucune souveraineté au peuple palestinien. Le terreau politique du génocide dont nous témoignons depuis deux ans est toujours présent. On ne peut appeler « paix » un déni de justice. En cela, les événements récents n’altèrent aucunement notre engagement et notre sollicitation. Les décennies de colonisation illégale, d’apartheid et de nettoyage ethnique et les deux années de génocide sont des raisons suffisamment importantes pour vous alerter et pour appeler à une paix conjointe à la justice.

We, artists and audiences of classical music, are writing to you to express our deep concern regarding the scheduled performance of the Israel Philharmonic Orchestra, conducted by its Music Director Lahav Shani, on November 6th.
Since January 2024, the International Court of Justice (ICJ) and the International Criminal Court (ICC), following the complaint filed by South Africa for violations of the Convention on the Prevention and Punishment of the Crime of Genocide by Israel in Gaza, have condemned the actions of the Israeli army as genocidal crimes against the Palestinian people. After the ICC issued international arrest warrants for Israeli Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, the United Nations (UN) once again confirmed, in a report commissioned by the UN Human Right Council published on September 16th, that the State of Israel is still committing genocide in the Gaza Strip.

On May 21, 2025, after a European tour that included a concert with the Münchner Philharmoniker commemorating the 80th anniversary of the end of World War II, the Israel Philharmonic Orchestra (IPO) was awarded an honorary fellowship by Tel Aviv University. Its Secretary General, Yair Mashich, stated:
“On behalf of the orchestra’s management and music director Lahav Shani, we would like to thank Tel Aviv University for this distinguished honor. The Israel Philharmonic is the national orchestra of the State of Israel and its cultural ambassador to the world. This is a moment of immense pride for every current and former member of the orchestra, and for all our partners through the years. For nearly ninety years, we have borne a musical and national responsibility, and this honor gives us inspiration and momentum to continue our mission for generations to come.”

Mr. Director, in your season’s editorial, you write that “we must rejoice,” all the more so “because we are fully aware of the context — (…) of the state of the world in general” in which we continue to produce live performance under the humanist values that your institution claims to uphold. Maintaining this concert goes against your statements and your policy of diversifying classical music audiences, which aims—through the development of pricing options and artistic and cultural education programs—to reach so-called popular audiences and young people who have been mobilizing for two years in the streets to denounce the genocide..
If you are aware of the context, then you surely know that:
- On January 19, 2025, Lahav Shani was renewed as Music Director of the Israel Philharmonic Orchestra through the 2031/2032 season. On that occasion, he declared: “I am happy and proud to continue my musical journey with the Israel Philharmonic Orchestra.”
Just one month earlier, Human Rights Watch had published a report describing acts of “extermination and genocide” in the Gaza Strip. The same day, January 19, was supposed to mark the start of a ceasefire whose second phase, involving the withdrawal of Israeli troops from Gaza, was rejected by the Israeli government, which also proceeded to block humanitarian aid deliveries.
- The ties between the IPO, the Israeli government, and its army are well-documented and undeniable, especially in light of such statements aligned with hasbara and the Brand Israel strategy — a political communication campaign aiming to whitewash government crimes by polishing Israel’s image through cultural diplomacy, particularly via collaborations with Western artistic institutions. This institutional stance makes it impossible for members of the IPO—and even more so for its music director—to condemn or even voice a simple critique of the Israeli government consistent with international law. It is therefore up to us—artists, audiences, and cultural institutions worldwide—to take action by refusing to take part in the cultural strategy aimed at erasing the ongoing genocide.
- To maintain this concert would be to contribute to Israel’s impunity before international law; to instrumentalize classical music as both an art form and an economy in the whitewashing of policies that for 75 years have denied the fundamental rights of the Palestinian people, including the right of return for refugees and their descendants displaced during the 1948 Nakba. It would make the Philharmonie de Paris, and thus a French public institution, a platform of Israel’s apartheid and colonization policies — policies repeatedly condemned by international bodies. In 2022, following Russia’s invasion of Ukraine, the Philharmonie de Paris did not hesitate to cancel performances by Russian institutions and artists, including the Mariinsky Theatre Orchestra and concerts conducted by Valery Gergiev, in solidarity with the Ukrainian people — even outside the formal framework of international law.
It is therefore in accordance with international law, the latest statements from the United Nations, and in the name of the values currently upheld by classical music institutions and their artists that we solemnly invite you to consider cancelling this concert.
Based on this same reasoning—which in no way considers the artists’ Israeli nationality as a motive for cancellation, but rather their role in the Israeli government’s use of culture as a means to erase the crime of genocide—we also urge you to consider cancelling the concert of the Rotterdam Philharmonic Orchestra conducted by Lahav Shani on November 30, as well as that of the Jerusalem Quartet scheduled for January 16, 2026.
We wrote this letter before a new ceasefire was sealed in the Gaza Strip. By the time we are sending it to you, the hopes with which we welcomed the news have already been dampened by new airstrikes hitting civilians. If this temporary halt to the massacre can, hopefully, bring a real relief to the people of Gaza, and if this ceasefire were to last, our appeal would nonetheless remain unchanged.
The “peace plan” negotiated by the West through Donald Trump in no way puts an end to the policy of apartheid, the illegal colonization of the West Bank, nor does it grant any genuine sovereignty to the Palestinian people. The political groundwork for the genocide we have been witnessing for two years is still in place. One cannot call “peace” a denial of justice.
In this respect, recent events do not in any way alter our commitment or our appeal. Decades of illegal colonization, apartheid, and ethnic cleansing — and two years of genocide — are reasons serious enough to alert you and to call for a peace that is inseparable from justice.
